Recycled-Paper Myths for EU Market: Recycled Content Does Not Equal Compliant Sustainable Packaging

To meet EU sustainability requirements, many importers directly select recycled paper for paper bags and rigid boxes. There is a widespread misunderstanding: high recycled paper content automatically guarantees PPWR compliance. That is not correct.

Recycled content is one positive factor, but it cannot cancel other regulatory obligations.

Key points you need to verify for recycled paper packaging

1. Chemical substance control still applies. Recycled paper may carry residual contaminants from previous used paper stock. You still need confirmation for PFAS-free, SVHC-free for ink, glue as well as paper substrate itself. High recycled percentage does not exempt you from chemical testing.

2. Recyclability ≠ recycled content. PPWR focuses whether final packaging can be recycled, not only how much recycled fibre you put inside. A laminated recycled-paper bag may lose recyclability even with high recycled fibre.

3. Physical performance risk. Some low-grade recycled paper has poor stiffness, surface strength and printing performance. It may look ecofriendly on spec sheet but result in soft boxes, picking-off printing and hot-stamping failure.

4. Documentation requirement. If you claim recycled content on packaging, you need supporting certification documents to prove recycled fibre percentage. Pure supplier verbal statement is not accepted by EU authorities.

Suggested workflow for recycled-paper projects

1. Confirm target market regulatory requirements first.

2. Check both physical performance and chemical compliance, not only recycled fibre percentage.

3. Request supporting certification documents for recycled-content declaration.

4. Run full pre-sample test including printing, hot stamping and folding test.
